Once you have re-tracted a statement can they use it in court?

It very much depends on the circumstances and other evidence the prosecution has. It is a witness statement or victim statement?

It is a victim statement
I am not sure whether it is a witness statement by the victim or a victim personal statement (about how the offence has affected the victim) that you are talking about.

Sometimes the CPS will apply for a summons to get the statement maker to court (particularly if there is no other evidence). once at court the statement can be put to the witness as a hostile witness if they refuse to give evidence or show hostililty to the party calling them.
