What % of the Rx charge goes to the pharmacist and what % to the government? And why does the budget determine how much we pay when drug costs remain static?

They get all of it plus a dispensing fee plus the cost of the drugs.
I can answer the first part of the question. Yes the pharmacy does keep the prescription charge, but then this is taken off the total amount they get paid for the drugs dispensed in that month, which is calculated from the prescriptions they send to the Prescription Pricing Authority, so if they get 100 charges, then �600 would be taken off their drug payments. Simple.
