Find him another school and you, yourself, go and sit next to him in class. Then, if he misbehaves, you can deal with the problem. Teachers, unfortunately, do not have the power to thump the little s0ds any more and so are unable to sort them out. But if you are there and can see how he misbehaves then YOU can do something about it. Good luck!
