How does the American voting system work? If a candidate gains the most votes in a state do they win all the seats in that state?

Except for Maine and Nebraska - they allocate their seats in the Electoral College on the basis of the individual congressional districts - although there has never been an election in which either Maine or Nebraska has elected different parties in this way.
