I would imagine it means praise of the highest form as the rafter are the highest point in the house, rafters are the timbers that the roof tiles or slates are attached.
It probably comes from churches, which often have rafters above the pews, and people are encouraged to make enough noise with hyms and praise to 'raise the rafters' so God can hear them.
