Do kestrels attack small dogs like Yorkshire terriers?

No, not unless it is most unusually small.  I've seen a kestrel go for a bird about its own size (a collared dove).

 

They usually eat beetles, lizards, mice and voles, perhaps up to about the size of a small rat.  Oh dear....
