drayton digistat 2 - confusion

i've just moved into a new property and the central heating control is a Drayton Digistat 2. we have set the timers for various times of day. first time being 6am @ 23 degrees celcius, however the temp this morning said 18 degrees celcius. does anyone know why if the timer has been set if the heating is not coming on as required?

The only way in which the heating will not come on is when the set temp has been exceeded - if it is not reaching its set temp. either put the heating on earlier or turn the boiler temp up.
May I also add if it is the wireless digistat maybe the batteries need changing.
You can download a manual if you haven't got one by typing the product name + instruction manual into Google.
On the other hand it could be just broken.
