i will be painting my freshly skimmed walls with magnolia matt emulsion shall i first paint the walls with a cheap white matt emulsion 4 parts paint to 1 part water then use the magnolia

Yes a mist coat as you sugest is a good idea.

It really doesn't matter if you use white or magnolia as magnolia tends to be almost as cheap as white.

Beware cheap paint of any colour - you get what you pay for........

Just being a boring s*d - but don't forget you shouldn't use vinyl paint on new skim - Dulux do one called "emulsion for new plaster" - non vinyl
