I believe there is a law which allows a person to make a claim to a property if it is not mortgaged and has been empty for many years.
Does anyone know anything about this law?

really? You can just steal someone elses property because you feel like they should be using it?
You can claim land and property by 'adverse possession' but there's a great deal of misleading information around about the process. To try to clear up some of the misunderstandings, the Land Registry has produced a guide which explains things clearly:
