how does one apply for a telegram to be sent to someone on their 100th birthday..(not for me i am just over halfway though)

It's not automatic... Write to:

Anniversaries Office, Buckingham Palace, London SW1A 1AA

and they will send you an application form. You can arrange a telegram to be sent at 100, 105 and then every year after that!
