My dalhias did not flower this year. Could it be because of the type of soil at my new house?

I wouldn't have thought so unless it's a really heavy clay soil. Have you got them in full sun? Did you do everything the same as normal, eg planting them out at the usual time?
Two possible reasons for a disappointing lack of flowers can be too much shade or too much nitrogen. A plant can receive to much nitrogen, where a soil is too rich rich, through the over use of manure or home made garden compost. In turn lush growth is produced at the expence of flowers. Use of the wrong fertilizer can sometimes be responsible for a plant not performing. Other possible causes could be pests, a poor summer or poor quality plants. To ensure a good summer display, and to encourage under performers feed with a tomato fertiliser, which contains a high ratio of potassium essential for the development of flowers.
