burnt plastic in oven

oops, turned on new electric oven before removing plastic bag with accesories and instructions, plastic bag melted and stuck to bottom of oven, any suggestions?

Get some Fairy Powerspray spray cleaner as advertised by Ainsley Harriet. It's not a cheap cleaner, but it cleans ovens and hobs like nothing I've come across before. It will certainly remove the plastic residue.

Wear gloves when using it as it contains Caustic Soda. This stuff cleans very dirty ceramic hobs and ovens to perfection. Follow the instructions carefully and make sure you don't leave it in contact with the surface for longer than 30 minutes as it states on the bottle.
I take it you have tried cooling the plastic and picking it off?

I once melted some plastic onto my hob and got it off by rubbing softly with one of those scrubber things (VERY softly though so as not to damage it!) with the sponge on one side and the sponge on the other
just wait till it cools down and peel it off, I've done it on my hob too
