neighbour's smoke polluting my house

My disgusting chain-smoking neighbour sits on his porch and smokes constantly. The smoke wafts gently over to my house which is approximately 100 feet away. The 30 foot high cedar hedge between us does nothing to stop the smoke. The neighbour sits on his ground floor balcony. The smoke comes in my main floor windows which are about 4 feet higher than his balcony. I need fresh air. I was thinking some kind of fan to suck the smoke away from my windows. Where should I place the fan and at what height. My property line is about 20 feet from my windows. Please help if you can.

What if his feet are a bit whiffy and the smell drifts over towards you?
What happens if he cooks something you don't like the smell of?
I'd suggest you either hermetically seal your house and never go out or move to the most remote, unpopulated region you can find.

Go out to a pub which are all non-smoking now that the fag-police have got their evil way (unfortunately) and you can delight in the company of other non-smoking whingers.

how many non smokers are going to start visiting the pubs to replace stay at home smokers or will the pubs have close due to lack of trade
They will have all closed never to return, wait and see,
Shut your wndows on the side of the house where the smoke is coming in!! Open others on the other sides. Good grief - leave your neighbor alone.!! Anothe suggestion - move to Orange County, CA and then you don't have to worry about anyone smoking - just all the pollution from cars, etc.
