When I worked as a Legal Executive several moons ago - we had Pink ribbon for Counsel's (barristers) instructions - we used to sew up accross the corner instead of stapling. I was told it goes back to tradition and there was no real reason for it - but looked neat and tidy.

We used Green ribbon for County Court Proceedings.
Tradition, from the old parliamentary practice of binding documents with coloured tape to denote their purpose. As in "Too much red tape". They had no staplers in those days
