Not absolutely sure what you mean - how to hold elastic? - safety pin? ..... or is there more to your question?

I would guess that the full quotation was something like" turn over and make a hem, about an inch wide, to hold the elastic for a waistband"? This means just making a wide hem at the top of the skirt? or trousers? but leaving about half an inch unhemmed to insert the elastic. Happy sewing.
