It sounds as if the account settings have either not been entered or have become corrupt. You've stated that you don't have dial up, so I assume that you've got a broadband connection.
The required information should be buried somewhere on your ISP's webpage. Either take a look yourself or post a response to this question, stating which ISP you use, and I'll try and make some sense of it for you.

Hi again. Try this:
Open Outlook Express. Go to Tools > Accounts and click on the 'Mail' tab.
If your e-mail account has already been set up, you should see it listed. (For the moment, I'll asssume that the account is already there. See below if it's not).
Click on the account name to highlight it. Then click on 'Properties'
With the 'General' tab selected, you should see the following:
Mail Account: Any name you like. ('BT' will do).
Name: Whatever name you want to appear on your outgoing mail.
Organization: Leave blank unless you want an organization to appear when you send mail
E-mail address: Your full e-mail address
Reply address: Your full e-mail address again.
Ensure that there's a tick alongside 'Include this account .. ."
With the 'Servers' tab selected, you should see the following:
My incoming mail server: POP3
Incoming mail: mail.btinternet.com
Outgoing mail: mail.btinternet.com
Account name: The first part of your e-mail address (i.e. the bit before the '@' symbol).
Password: Your account password.
Put ticks alongside 'Remember password' AND 'My server requires authentication'
Do NOT put a tick alongside 'Log on using secure password authentication'
With the 'Connection' tab selected, check that there's NO tick alongside 'Always connect to this account using'.
You can ignore the other two tabs. Click 'OK'
That should do the job (but see two paragraphs below).

That should do the job (but see two paragraphs below).
If your account was not already present when you clicked on the 'Mail' tab, select 'New > Mail'. Follow the wizard and fill in as many details as you can. When you've finished, click on the name of your new account to highlight it, select 'Properties' and follow the instructions above.
There's just one other thing to do. To prevent Outlook Express trying to connect via Dial-Up, do this:
Open Internet Explorer. Select Tools > Internet Options > Connections. Place a dot next to 'Never dial a connection'. Click 'Apply', then 'OK'.
