There is no such thing as poll tax anymore. There is council tax and this can be paid for by either the landlord or the tenant depending on their individual agreement.
The 'poll tax' was abolished. What is in it's place is council tax. In the eyes of the council this is payable by the owner of the property. However, as this is a rented out property, the rental agreement will usually state who is responsible for payment, just as it should state who pays for the services (such as gas, electricity, water etc). If it doesn't say the people renting it are liable, then your friend has to pay.
There never has been any such thing as the "Poll tax"! If you mean council tax, then the person living in the property pays it. If the property is empty then the owner pays half what it otherwise would be, although some councils are trying to change that.
My experience has been: if property rented out entirely, the tenant pays, but if property is occupied by lodgers (sharing), the landlord normally pays.
Yes ~ I used to rent a house on my own & I paid council tax. The point being made is that if their are several people renting one house the landlord may pay it as it would be much less hassle then to try and get several people to pay their share.
