Broadband hassle

PLEASE PLEASE CAN SOMEBODY OUT THERE HELP.
My brother has been with AOL dial up internet for a few years now but a few months ago he upgraded to AOL's silver broadband package, he received the modem and software and also recieved an email confirming that his phone line had been activated and ready for broadband. However there is no broadband signal at all, AOL say everything is fine and that its a BT problem and BT say its an AOL problem and that AOL have put a marker on the line(whatever that means). he has tried several different modems but none pick up a DSL signal.
Can anybody out there solve this problem??

Just a thought, has he fitted any filters on the phone lines?

Thanks for your reply but yes the filter is in place, ive also tried his modem on my broadband line (also AOL) and it works fine. I Cant see it being a problem with the area exchange either as i live less than 2 mins walk from his house.

AAAHHH this is driving us mad. Can any body help ???
