Can someone advise me on the Protection of sea life act 2001?

I am a fisherman and i want to be able to catch small fish, under 250 grams in weight and I am seeking advice as to whether I can challenge the Protectiono of Sea Life act 2001 using European law. Could anyone advise me please?
