Yes it's true as well as other nationalities and they came under the command of the Waffen SS.
There were some who acted as guards in concentration camps, as I'm sure I've read. They had a reputation for being particularly brutal in a low-intelligence way. I have an idea that there was long-standing resentment among Ukrainians at being ruled by Moscow and Stalin, so some volunteered to join Stalin's enemies. They were not a major part of German forces.

I'm not saying this is an answer but it is a little-known fact that thousands of Germans moved to the Ukraine in the early 1800s and created a mini-Germany in an area they called Bessarabia (a large area centred on Odessa). I know this because I am descended from them. So, the links to Germany would presumably have been quite strong at the time of the war.
many foreigners served in the german werhmacht.the majority were from the netherlands.a small band of british and commonwealth troops(the british free corps) fought with the waffen ss.besides the free corps an unknown number also served in various other german units
YES, there was also english people and people from many other countries. Have you not watched band of brothers?
They came under the Waffen SS, not the German Wehrmacht. Waffen SS were more like a political army rather than the regular army.
