I have been trying to remove tis program using Control panel/Add and remove without success I am on XP Home edition

Try deleting your cookies and history, I'm assuming this is a pop up or an Internet based annoyance?

This is a progam allied to ebay and stubbornly refuses to delete I have tried safe mode, deleted obsolete registry files, etc ... no joy I have also deleted my cookies, history
can you do a restore back to before you had this problem, failing that send an e mail to E bay and ask them.
