First one 2 to 1 or 4 to 2 or 6 to 3

There are more gaps than supplied numbers

Then 1 to 2

Then 1 to 2 then 2 to 1

1 Square to 2 non square.....

The plurals suggest they want unsimplified like 6: 3

It might just be an error in the typing but

For every ____ 2-digit numbers,[plural] there are [plural] ____ 1-digit number.[singular]

the 'are' in this and some others should say 'is'

They might not want the simplest ratios.

Yes, that's why I said they could want 6: 3, but they'd have to accept 4: 2 or any other equivalent ratio
