well, he has a point. Elephants can roam more than 100 miles a night looking for food, so the Home Counties would be wasteland pretty quickly.

The simplest way would be to load up returning Rwanda flights with the big beasties. Shouldn't take long to get the total up if the envisioned success story pans out.

What a duffus. Laws regarding one's own nation are legitimate and clearly nothing to do with colonisation,  nor is it condescending. Is he getting enough sleep ? Did he forget to take his pills ?

If illegal immigrant elephants come here they'll just be offered a few £k to clear off back home anyway, so his hare-brained suggestion won't work. (Ideally we'd just deport them but too many interfering fools would continually delay progress, hoping to block that.)
