Covers Loosely With Cropped Top And Trousers (8)

I know the answer to this (below) but can't parse it.


The answer is apparently "bestrews". So the def is covers loosely. Cropped top I suppose could be (v)est, but what's the trousers part? Or am I miles off?

I'm interested to know what area you grew up in - I've always called trousers, trews and assumed it is a commonly used word

@barry1010 I grew up in Essex and the Westcountry but have never heard trousers called trews! Jekylls, maybe, but never trews!
(Meant to say in original question, that was from Observer everyman 4039)
