If you mean should he not be punished because he was on cocaine, absolutely not.

No. Losing his job and being banned from football grounds seems appropriate punishment tho. 

Drugs just bring out the wrong un that is already there, no excuse.

TBH it's a football supporter thing anyway, they do disgusting things, eg Arsenal make hissing sounds when they play Spurs. They are basically innadequate gutless douche bags.

An excuse no, a reason maybe.

One thing that does worry me here is whilst what they did was despicable since when has being a scumbag been an offence?  OK, I get football ground could cause an issue by doing this but we do need to becareful that laws like this are used to shut people up.  Even people like this.

I believe that in some cultures, at some times, alcohol or drug use was used to justify a harsher penalty for some crimes, not a mitigating circumstance.

No - it's just like awful/illegal behaviour when someone has had more than a bladder full of ethanol. An offence - well then prosecute, fine/other sentence as approprite to the crime/incident.
