What do I need to do if I want to buy a 2nd hand car & paint it a different colour? Who do I need to notify, costs etc?

you need to inform the dvla using the registration document (log book) and also your insurance company the latter may charge you an admin fee (about �10) if anything at all but thats all you need to do
