Thanks Toorak.
The def was Expert on statutes. Should have seen that.
Got 41a now.
27d SELV(a)(g)ES = 'wove[n] borders' [+n]

Now also have 17a. Rolls equivalent has 6 letters .
Only 27d remains.
17 TOS(s)ES = 'rolls' (half-heartedly) '[t]eases out' is the def.
Just beat me to it, hankir (look up for your last one).

oops.
Did not see your message.
I now have the circle.
I don't have all the letters from across clues.
And not sure what replacing two entries to represent fifth sentence involves.
Nice puzzle.

Thanks ProfessorM.
From across clues you want extras in 7,11,14,15 and 17 for the 1st word - 19,21,23,36,37,38,39 and 41 for the 2nd (it's a famous grammatical error).
...sorry, you need IN between the ones I've given for the 2nd word.
The N is in '[N]ought' in 35a - but the clue works without the addition because 'ought' can also mean '0' (which is to be removed from 'J[0]B').
...sorry, hankir - N[0]T (not, 'job' - I don't know where that came from! Lucky I checked!}.

I figured out which two across entries have to be replaced by what appears in the firft sentence, which has to be taken literally.
The second across word replaced does not seems to make a real word but all down words make real words.
And the 'I' is from 'sent[i]ence' [for A(rtificial) Intelligence = AI] in 26a.
Yes, the (doubly!} split/split... is a quirky touch - it can't produce across entries that are real words, but it works OK (I think).
And, yes - I think it's a nice puzzle too.
