Anyone Know This Artists Name From The Description?

I am going to describe a music video I saw of this artist but I completely forgot her name, can anyone figure out who it is from the thing I remember in the music video?

It is a woman.
She has blonde hair.
She is wearing a long red dressin the video.
The song is clearly a catchy hit maybe a little cheesy.
She spends a bit of the video dancing and singing under an arch and a fountain, in a hot country on a hot day, might be rome not sure could be UK summer.
Cobbled streets and grand old concrete building.
Looks like it is from the late 90s early 2000s.
Think she might have a mole.
She had a few hits I remember youtubing her after but this was years ago.
She is touring and is quite famous but quite forgotten.

Can anyone think who it is. Sorry the description is vague that is literally all I remember.

I finally figured out who it was. I searched my Youtube history of the last 3 years and it took forever to find.

It was BELINDA CARLISE and the song was IN TOO DEEP.

My description of the video was quite accurate ecept the red dress, turns out it was blue.

So glad I found it quite a catchy song.

There is also a white dress in the video too. But the fountain is the there and the hot stone city that looks like Rome.

Thank's for the update. Yes mid 90s although her peak was 80s. i saw her in 2000s and she were still good. I always saw her as ginger/brown hair not blond but she may of changed it for this one

Yeah my memory of the music video was litterally her dancing round a fountain and under an arch it was 3 years ago I found that song. The rest was sorta guessed.

Yeah I was right about her being famous but not kylie famous and she did have a few hits like, 'heaven is a place on earth'.

Ah, the timeline on the OP put me off. Belinda started off her solo career in the mid 80s (and had several years in The Go-Gos before that)

She's in her 60s now.

I now remembee the reason I found her in the first place.

It was the Beatles songs 'We can work it out'. I use to always sing the chorus but change the lyrics.

Beatles version "life is very short but there's not time for fussing and fighting my friend".

My version I use to sing in my head imagine these lyrics to the tune of the we can work it out chorus. "Heaven is a place on earth, where we lay down(hold this word to the melody)".

No idea why I always song that in my head but I did.
