It isn't fair, they should have the same number of questions. It is said the general knowledge round makes it level, but it doesn't seem to. I've been saying this for years, my dad used to and he's been dead 20 years.
From the mouth of the producer:
"We work hard to make sure that each contender should get the same number of questions in their allotted time, provided they answer promptly and accurately, and the same number of easy, medium and hard questions along the way".
However I suppose that it's inevitable that there will be a certain amount of variation in a 'fixed time' (rather than 'fixed number of questions') contest.

How could it? That is also time-based.
All questions are supposed to be timed, so that the time factor kicks in with the amount of time taken to answer.
Whether that is the case or not I don't know, but plainly there is more to it than simply the number of questions.
