Often the culprits have appeared on the security agencies’ radar before, but they are unable to surveil them 24/7 because there are so many of them. They concentrate on the most dangerous targets and often do arrest before an atrocity is committed. But some inevitably slip through.
Unfortunately incompetence by the authorities is often the reason that terrorist attacks are not stopped.

The Manchester Arena bomber was reported lots of times by concerned citizens, but nothing was done.

He was jailed for trying to get to Syria and join ISIS.
Not sure why they don't let them go and never let them back in.
Jail them and release a ticking time-bomb (no pun intended)...why?
if authorities know who some of them are, if they are not citizens of said country or new ones, why don't they just arrest them and put them on a plane back, without giving a reason..just do it.
as for the homegrown ones on radar and ones in prison, round up
the ones walking around, give no reason for arrest, maybe
threat to national security, erm treason, 2 choices leave the country
or be executed, ones in prison..already executed.
