Two means of this I have heard.

A cabbage is someone who is not very bright and they are asking difficult questions, so another way of putting is is that for someone who is stupid, your asking an intelligant question.

The other meaning is about someone poking their nose into something they know nothing about. This comes from them being green (like the cabbage) in the subject.

Another saying to go with it is 'your not as green as your cabbage looking'!!
