waste pipe frm toilet

can i run 2 x4' 1metre waste pipes at right angles to 1 another including 2 bends frm toilet to main waste pipe ...both sloping ...and the waste will flow out to main waste when i flush the toilet

You're obviously not a plumber, so it is probably illegal to do that work yourself. Inquire at your local council.
If you are going to go ahead anyway, it is a good idea to get bends with inspection holes so you are not up for major work when someone stuffs something down the loo.
It is not safe and therefore not possible to give you this sort of advice through AB. If you get it wrong you will encounter siphonage problems ( the complete or partial emptying of traps) which may adversely affect the bath, washbasin and kitchen sink as well as the WC, and may also be unknown to you until you and your family slowly pass away from the plague or worse. Consult a specialist who can investigate the sort of system you have (there are two basic ones and several variations on each) and then properly design whatever it is you wish to do. You also ask about cutting a 4" hole through a joist. It is very dangerous. The correct way is to what is called "trim" the joists around the pipe - if you do not understand this you must consult a carpenter.
