Ultimately people are responsible for themselves. When this isn’t possible, the family should step in. The State should only ever be considered a backstop.

The trouble is there are far far too many people that think The State should be responsible for pretty much everything, which is why our generous ‘benefits’ Bill is so high.

The OP thinks this individual’s death was caused by the Tories. It’s easy to forgive canary for this line of thought, because, as amply demonstrated over the years, canary is an idiot, but unfortunately his train of thought is not that uncommon. It’s a wrong train of thought, but it does exist amongst those who do not possess the ability to apply a little common sense.
We still have asylums, douglas. This place would be even quieter if they could lift random oddballs to fill any empty spaces.
Pretty sure the DWP can't kick in unanswered doors.
The Police may be able to if alerted by concerned family/neighbours. Seems no-one was concerned about this poor chap.
Even if/when people are sectioned, as this chap was before, I wouldn't think you can be kept against your will indefinitely (unless you're criminally insane, of course)
We still have some individual rights against the power of the state, I think/hope.
Let's get back to basics. The sub title of this question was this:

This suggests that this poor chap's fate was the fault of the DWP, that their shortcomings arose as a result of a Tory government being in office and IDS having been the minister responsible for DWP.

This is clearly nonsense. Unless our friend canary is suggesting that the DWP should send somebody round to each of their client's premises to check regularly on their welfare and the minister responsible is going to check that this is done then no blame can be laid at the door of any government, party or individual politician. This tragedy would have occurred whatever the DWP policies were and whatever political party devised them.

There may be shortcomings in mental health care in this country. It's quite true that the "care in the community" policy was developed under Mrs Thatcher's government and it was done to address the widespread criticism of the process that institutionalised sick people. But the Labour Party had thirteen years to reverse or improve it and they didn't. As I said in my first post, the suggestion made in the OP is inane.
The family are quick enough to jump in now so where were they when he started to struggle.
If personal accountability and self reliance is a Thatcherite view then In this case I’m happy to be a Thatcherite.

One pretty big reason this country is, in a way, a basket case of dependence Is basically because of a lack of personal responsibility. There is a demand for government to be involved more but then those same people complain when it becomes intrusive. Because once you imbued the government with your financial health it then gets to have a say in every other aspect of your life. You like state education? Who was it that decided to teach you six year old child or grandchild about sex and self touching or that there is 100 genders?

You can’t have it doth ways. Minimal government = self reliance. Big government = less freedom.
