since the police aren't interested in actually prosecuting these transgressors and are happy to just cluck their disapproval on twitter, is there any point in this "law" today?

It must be really scary though. I get nervous crossing a busy road.
the quiet country lane where i started walking my dogs 50+ years ago is like the m1 now :-(
I got knocked over on a pedestrian crossing so roads do make me nervous. So how someone would risk cycling on a motorway is beyond my comprehension.
What would be the point in prosecuting?

Considerable expense to the taxpayers, when a good firm talking to by a burly copper will hopefully stop any repeat.
I agree with that Hopkirk. Prosecute if they are caught again.

It's dangerous and you have to think about innocent road users. If they went into the path of a car and got hit and killed then that driver has to live with that.
