Does anyone know if you can recommend someone for an MBE/OBE? I know a lady who has been raising money for charity for 40 years (I think the total is over �50,000 now) and really thinks she deserves some recognition. Any suggestions/info would be fab!

You can make such a recommendation by private nomination to the Office of the Prime Minister. About a quarter of all recommendations are of this sort. Click http://news.bbc.co.uk/1/hi/uk/2616057.stm for a BBC website on the topic.
Simple, just write to your MP.
It's been my experience that writing to your MP is about as useful an endeavour as trying to nail jelly to the ceiling! Go with QMs suggestion.
