I can see T(rial) + run(manage) & ct(court) but can't see where the a & e come from, and truncate does not appear to fit the definition of proceedings.
Clue reads "...proceedings without a dock"

Truncate (dock) - 't(rial)' + 'run' + 'c(our)t (proce)e(dings) (heart)' (without; round) 'a'
Does help to have the full clue.
