The purpose in the design of most exercise bikes is to engage the largest muscle group in the body, the Gluteus Maximus... the one you're sitting on. And the real purpose for exercising this muscle is to provide aerobic development for the heart. Very few additional muscles recieve and noticeable workout, with the exception of stretching and using the calf muscles... little at all for the abdominals...

Lezzelb - Are you studying PE or something? If not, and these are personal queries you really need to get to a gym and speak to a fitness instructor who can look at you, do some tests and work out a perfect routine for you.

On EBs, because the exercise only tends to involve the leg and buttock muscles over a short range of motion they cannot burn tons of calories so in order to make the exercise bike more effective for losing weight it may be best to exercise on the stationary bike for longer periods to obtain the best fat burning benefits. When you say tone up your legs, it will do eventually, but won't burn much fat.
