That's not true, you see stars when there are no clouds around which could be in the middle of August or the Sahara come to that. I think you're associating it with freezing because in the winter it's rarely freezing when it's cloudy as they act like a blanket.

and yes you see more when there are no clouds and it is cloudier

and yes it can be freezing in the desert at night ( no cloud cover )
but think
