/// The food bank, open each Wednesday afternoon at MYA’s city centre base, is unlike many others in that young people can drop in without a referral or voucher and collect as much food as they need. ///

If that is not wide open for abuse I don't know what is?

Another safety net for the feckless.

///Each client is helped to complete a form asking why they are attending, and a counsellor is available for emotional support///

Well that's ok then, that'll root out the ones trying to abuse the system.
A spokesman is quoted within that article as saying - there is no link between benefit delays and sanctions and people needing to visit a food bank. Time and again those who run these schemes disagree.

What needs to be addressed is why are these delays and sanctions so frequent and whilst it will be different for each individual case , something needs to be done to sort this. Whether it be the system at fault or in certain cases the person claiming.

I would imagine the abuse of such schemes will be minimal, young people have pride too.
"But a 2014 YMCA reportestablished that young people accounted for 41% of jobseeker’s allowance sanctions, despite making up only a quarter of claimants."

Possibly because a lot of these young people have never been gainsaid in their entire lives and just don't understand the concept of discipline.
