Just moved into my lovely little flat and have gas central heating. The thermostat is on the wall in the lounge.

Am I right in thinking that if I press the set button and punch in 20 degrees from 15 degrees, the heating will only fire up and heat the radiators when it needs to reach 20 degrees.

The thermostat is sitting on 19 and the radiators are cold.

My understanding of these heating systems is that when the thermostat detects a temperature lower than that set, the pumps turn on and the radiators heat up. They don't do partially on. Always worth trying anyway.

Oh, that could be it, OG. I'm used to "turn it up, turn it down" thermostats. So I should keep it set higher than I normally would?

That's how thermostats work. The heating will come on when the temperature is below the value at which the thermostat is set. Some electronic thermostats take a while to decide what the temperature is.
They may work better in a flat, but as a house dweller I find them little better than useless; as I like to set different radiators to different settings for different rooms, not set the whole house by what the temperature around the thermostat is. I'm assuming this is all in Celsius, in which case in my opinion 19° is rather cool and it's possible your room is already over that. In any case you can't be sure the reading is correct. In your shoes I'd keep increasing it until either it started to come on when you want more heat, or it is clear you have an issue with the system that needs fixing.

I've got it set at 30 which I know is way too high. The thermostat is sitting at 16 and the boiler is not firing like it does when I press the test button.

I've sorted it. The thermostat needed to be re-programmed so that the receiver was listening to it. My lounge is getting warmer by the minute.
