The investigators have not yet concluded the plane was bombed. It could just have easily been a structural failure, which can happen anywhere.

There have been other crashes where terrorism was quickly blamed (and terrorists claimed responsibilty) only for the real cause to be an accident.

Even if it was a bomb (and let's face it it probably was) that does not necessarily mean, in fact it probably will not mean, that all flights to Egyptian resorts will be permanently stopped. There's currently a bit of a panic because this looks like the first "successful" bomb attack on a plane for many years.
Whether it will be easy to tempt a lot of people to go in the short term is another matter, hence, presumably the special offers ....
