can you request a rent reduction if in very cold weather your heating stops working and is not fixed for a long period of time by your landlord

i live in rented property and our windowsills have crumpled away we have permanant fresh air and have done all winter.i had ababy last winter as well but he still hasnt mended them. i dont know the answer but our rent hasnt gone up in 5yrs so i wont pay more rent if he does try and put it up.perhaps you can suggest paying for it yourself and deducting it out of your rent money.
