Goa visa application forms?

I have been searching online for the last three days to find out about where to send the forms, or take the forms in person. I gather it can now only be done through 3rd party (VF Services UK Ltd)

I wondered if you can still go to Birmingham and hand in the forms there, as we did last November, Or do we need to go to a Vf address.
What is confusing me is that on the site it says that VF took over the applications from May 2008, but we went to Birmingham in November 2008 and paid the normal fee. There was no VF services involved.
It will cost a great deal more for ten people, going the VF services route.
If anyone has been to Goa recently, I would really appreciate some advice.
