The beach at Paphos is quite thin. Paphos is harbour town and most of the hotels overlook the harbor. If you walk past the harbor, and past the open air musem of the mosaics, the beach opens out a lot more as the town falls away and the second hotel district begins. It will only be about a 10 minute walk from the harbor, and you'll find many locals and not so many tourists.
I forgot to mention, there is also the beach at Aphrodite's rock, but this is shingle.
Most people pop on the bus up to Coral bay which doesn't take long, and it's nice and sandy if a little crowded.
