Can I buy an Interrail pass at a train station in Britain, or do I have to buy it online?

UK railway stations no longer sell tickets for international travel (other than by Eurostar). If you ask at a railway station, they'll direct you to their official partner company, Rail Europe:

At least, that's the official policy. Many ticket office staff will tell customers what they really need to know (so that they can avoid the booking fees which Rail Europe charge). The best place to buy tickets and passes for all European rail travel is from the UK offices of Deutsche Bahn:

If you'd prefer to buy over the phone, Deutsche Bahn will sell you tickets and passes on 08718 80 80 66.

I'm already a fan of bahn.de for European timetables!

By the way Deutsche Bahn have a normal phone number, to avoid that 0871 one, which will add to your phone bill. It's 020 83394701.

The reason for my question was to avoid any booking fees of shipping fees for tickets. For example, to get the Eurostar Passholder fare (�50 each way for Interrail pass holders) there is a �5 charge.

Did you mean there are Deutsche Bahn offices in the UK where I can buy tickets in person?

I apologise for my confusing answer. To the best of my knowledge, there are no physical offices (either at rail stations or in the High Street) where you can buy international rail tickets and passes over the counter. The only exception might be a few travel agents but even Thomas Cook (who publish the Rail Map of Europe that all Inter-Rail travellers should carry) don't mention rail tickets on their website.
