They do allow it on many other flights - all transatlantic flights except those to Argentina, to be specific.

Transatlantic it is presumably to be compatible/competitive with US airlines - why it's extended to Nigeria (and excluded for Argentina) I've no idea.

Strictly speaking it's primarily a size allowance, the weight is a secondary consideration.
the answer is very simple........

There are a few nationalities that travel with a lot of bags. Nothing wrong with it...its a cultural thing. The nigerians and the Ghanians are the 2 nationalities that carry very huge amounts of bags. these routes are also the most lucrative for BA as they are almost always full and over booked. There are 2 options for BA. 1) rigorously impose a reduced baggage allowance 2) do nothing and allow the status quo to continue. To find the answer to why BA will choose the latter option, wait at baggage check in desk for BA flights going to Lagos or Accra. The luggage allowance is 60 kgs. almost everyone comes with 90 kgs. almost everyone gets on the plane with 90 kgs. Arguments galore. but check in staff rarely win. It is horrendous for the staff. Those 2 nationalties are very vocal and assertive. They will not allow a 30 kg restriction. its their ahnd bags that ususally weigh 30 kgs. Some other airline will fill the breach and BA will loose a lot of its lucrative customers. Their tickets to lagos/accra are never reduced.
