Who decides what number a bus route gets? and how did they dervive that number? i.e. who choses 131 for Kingston to wimbledon and why 131?

The original bus routes just adopted the numbers that the trams had used before them and the routes had sprung up to link populations to amenities like swimming baths, wash houses and libraries.....as for these days no doubt it's some faceless suited buisness man with no idea of where the buses actually go.
