Oz Working Visa - different territories

I am looking to get bar work in Oz. Anybody know the additional requirements for the different states / territories?As I've ehard that in Sydney you need to take a short test to gain a certificate.

I did here you need a criminal record to get into Oz or is all that finished now

You do need a working holiday visa (or some kind of working visa), but I assume you mean the RSA (Responsible Sale of Alcohol) course, that you have to do if you are going to work in a bar in New South Wales. I don't think the other states are so strict. I can't remember how much it costs... I think about $80.
