If you have a driving offence for speeding which has resulted in a fine and points on your licence, do you need to apply for a visa for travelling to the USA?

My wife has two speeding offences in 2004 and 2005 and we have managed to get in to the US with no visa on three occasions since
My housemate picked up two speeding tickets whilst we were working in the U.S. (no points though). Has not had a problem getting in since.

No get a visa or Green card here
