Headlight adjuster kit for continental driving

Is it complusory for me  to fit headlight adjusters for a journey to Holland this Summer or do I just have carry the kit on board ? I don't think I will be doing any driving at night....

Hi everyone, we got here ok, very long journey, set off Monday at 9.00 a.m. had a break at Clackets Lane services, then on to Dover caught the 2.45 ferry, drove through Holland to Duinrell, got here...
